The Right to Bear Railroad Ties

It's beyond doleful that a child of Chicago, a child of God, was so brutally murdered by seemingly barbaric teenagers who beat him to death with wooden planks and railroad ties. But it brings on an interesting argument. Who pays for the crime? Do we ban railroad ties forever, following in the footsteps of banning guns? Or do we institute yet another tex-payer funded after-school program? Or...do we look for a deeper underlying issue? My question would be, "Where is God in these thugs' lives?"
